Camera is highly unlikely to stay straight. Would almost assuredly rotate along the long axis of the cleat to hang low.
As for safety, I would say no less safe than the high mount on the center lines. Still a heavy weight to pull the lines if anything slacks.

Easier just to go with go pro max, Insta 360 or the Hero 9 with Max upgrade. That gives exceptional horizon stabilization that is pretty much a must for line mount.
There are plenty of good line mounts available. They sit about a meter up from the split, which on a low split is a great focal distance for those fisheye lenses.

I tried a similar rig by attaching the cam to the top of my clickbar depower rope... Hoped the thick rubber depower & tension in lines would be stiff enough to keep the cam in place, but no it just rotates to be upside down... I also managed to loop a steering line around the camera on self launch, which if it hadn't been very light wind, could have been nasty!
