Dominican Republic - August Wind

I am looking into going to Cabarete in August this year. What is the wind typically like at this time? I have looked at the ikitesurf historical data, and it looks like most days the wind is between 15-20 knots with a few lucky days that exceed 20 knots.

Does this tend to be everyone's experience? I know that sometimes the wind meters can read the low wind.

I have a week of vacation that I want to use for kiting this year and I really want to spend it at a place that is consistently 20-25 knots average speed so I can learn new tricks. I have looked into Bahia Salinas, Costa Rica in December as an option too, but I have heard it is very gusty and can blow 30+ knots. Cabarete seems to have a more stable wind but I question if the wind is actually strong enough.
