By comfortable I mean not remote were say you could stay in a rented place within walking proximity of a kite beach.
Perhaps where one do not need a car to dive to the spot or to get some groceries...

El Gouna in Egypt is good.
Should be ok winds, warm, beautiful water.
Many places to choose to stay at.
A tuktuk brings you everywhere quickly.

First time I've seen a kitesurfer in a Google view. The whole of Bloubergstrand in Cape Town doesn't have a single one, must have been a windless day!
