Hi
I'm going to Cape Verde this winter, and I will bring a brand new Kite with me that I plan to leave there: since i'm travelling from Europe and i'm going out of the EU, could I request at the airport a VAT return for that kite?
Funny questions I know, but it could be a good 200€ tax return, so it is worth a shot...

Seems unlikely.
If this would be the case you would be able to buy anything and claim to “leave it” on your holidays abroad to get tax back.

That depens on whether you meet te requirements for tax exemption.
In that case non-taxable subjects (as in: not being an entrepeneur for VAT-purposes) only have tax deduction if they are not established within the EU. Customs will ask for your identificiation. You'll also need an invoice that provides proof of buying the kite less than 3 months ago.

Yes, if you happen to have a non-EU passport

There are 2 other options involving the shop, but it's more complicated and I doubt there are many/any kite shops doing VAT refund.

But if they aren’t property of the Crown or eurovassals, they aren’t “subjects.” They might be citizens of somewhere. Or the privileged uber class, “migrants”
Anyway, good luck with the tax. Maybe try buying it outside of EU instead?

Would it not be the equivalent of having then imported it to the new country from the European and hence have to pay that country instead depending on the import taxes they charge from the eu?

It's very unlikely that this will be possible for you. The one who sells it will need proof that the kite is for export, or the seller will have an issue with the tax government.
Another option is to look into the rules from Cape Verde, is it possible for a citizen there to buy from Europe and not having to pay taxes anywhere?
Then you could ask someone there to 'buy' the kite with no taxes and you discuss with the seller that you'll take care of the transport.
When the person from Cape Verde buys it, the seller will see a foreign bank number and will have enough proof that the kite is sold to a foreigner from outside EU.
