It is clean and dry and that is the way it should remain
So do not lubricate that part
Only the piston need to receive lube
Wipe away all the old lubricant on piston with a paper towel
Wipe the inside of cylinder with a clean paper towel and wipe the shaft clean also with a separate smaller piece
The final test of a correctly done lubrication is this :
After re-assembly pull up the handle all the way then let it go
It should go all the way down at a steady speed effortlessly
In a brand new pump the lubricant is clear and very similar to the silicone grease for faucets/plumbing
DANCO $4.28 on Amazon for a tube of 0.5 ounce
With that you can service your pump easily half a dozen times
Keep that pump running for couple years or more on one tube
