I lived there for years and as quite everybody will tell you, summer time is 20-25 Knox everyday. Winters are very different, i really disliked. Lot of days without wind, some 15 Knox range but bigger sea than summer.
My 2 cents
When were you there? Stefan's posted wind statistics for Dec/Jan are much lower than my experience (spent perhaps 35 weeks there in Dec/Jan over the last 20 years). I would report (approx.) 15% of little or no wind (under 10 knots), 15% 10 - 14 knots, 30% days 14 - 16 knots, 30% days 16 - 18 knots, 15% 18 - 22 knots. So, 60% of the time would be somewhere in the 14 - 18 knot range. An 11m or a 9m on a SB. Sometimes that may mean only 2 - 3 hours of that wind from 4 pm to sunset. Foiling has changed the equation, as those 10 - 14 knot & 14 - 16 knot days are now fun.

I lived in 2014 and 2015. I didn't do any wind report, i just remember almost no wind. Have many friends there and all agree saying me oct-nov very few days wind. December also pretty bad. January start something and improve February and so on. But every year is different, except for summer time. From may to end of August, wind always good
