It is a harness loop or line.

Windsurfer use it on their boom to hook into the harness so they don’t need to hold the boom with just their arms…so their body weight will hold it.

We used this also in the beginning of kitesurfing, for the same reason. First bars didn’t have chicken loops, so you had to hold the bar with just your arms…very tiring.

When the Chickenloop and 4 lines came, we used this loop to have the kite powered up when jumping. When sending the kite for a jump, you hooked into this loop for full power.
Then the Microloop was developed, which has the same effect, but much smaller. I still use the Microloop for my style…check out this video: https://strictlyhooked.com/viewtopic.php?t=2465

It is a harness line. Used back in the day in the bar to keep the bar fixed by putting that to harness hook. Seach kiteboarding videos from 1990s or early 2000 to see it on bars. Or Google windsurfing harness line as it is where these are used.

Here's a pic of my old 2001 Cab bar (used it for my 21.5 Blacktip) with the harness line attached. I usually had it swung out of the way. I only hooked into the harness line in light winds. No quick release and the flag out was attached to your wrist. Very scary setup, but It was the latest back in the day.

Very common in the days of pulley bars
Good old days with my Airush bars
