I asked about this in the past but cannot find the post.
Rhere was a link i had, kiteboarding tampabay but it doesnt work.
The links i find point to a company kiteboarding st.petersburg.
I am about to drive 13 hours to the tampa-st.pete area to kite. Looking for flat shallow water . Desoto park, lansing, skybridge…. I dunno … where to go naturally. There was some race event going on at skybridge but is there camping there?

This weekend we will be having west then northwest winds. So Lassing park is definitely out as it is only good for easterly winds. Fort Desoto park east beach might be good on Saturday, but north beach might be better. I don't believe it is shallow there though. Not sure about Skyway as I have never kited there. Your best bet might be Tarpon Springs, either Sunset beach or Fred Howard park in north Pinellas county. Flat shallow water, except on high tide. It has been very crowded during the weekends (just like spring break every weekend) and finding a place to park is difficult if you don't go early. Even if you find a place to park, you may have trouble finding a clear spot to set up as there are many beach goers taking up beach space with their gazebos. Last Sunday I had to wait till after 4pm to get enough space to launch my 21m Speed 5. Monday thru Thursday we will hopefully be getting the afternoon sea breezes. Hope this helps.

Skyway has flat shallow water on both sides of the road but not as much as Ft. DeSoto East Beach.
