Best foiling location in the Asia / Phillipines in January?

Best foiling location in the Asia / Phillipines in January?
A few friends have booked a monthlong kite foiling trip to Asia in January. We're going to spend about half of the trip in Hua Hin, Thailand, but are also looking for a similar kite foiling spot in the Phillipines or possibly other country in Asia. 12-20 mph (non-nuking) winds, close to civilization, not too remote. Boracay not being considered as it is not really good for foiling. Suggestions appreciated.
