I have a JL board that has a lot of scratches and chips. I also moved the foot pads and there is glue on the board. I was thinking about sanding it down and refinishing it this winter. Any advise? Type of paint and clear coat?

Try to get the glue off with 91% isopropyl alcohol.
If I were you I would not bother trying to repaint.
Unless you are really good at painting.
Or the board is pretty trashed and has deep gouges or glass hanging out of it, then it needs epoxy and paint....
Polyurethane paint from a boat store looks best but is costly and poisonous and expensive....
