Have you tried gorilla glue, that’s been recommended in several threads?

For vac bagging you throw away a lot of disposables only when doing epoxy lamination, and reuse the bag.
Vac baging to glue sheets of wood on xps the bag can be reused and no need for throw away peeltex etc

West system or other like Epoxy is the best glue for laminating plywood, its rather CHEAP for laminating as long as you don't use large amounts. Back a few years ago I use to make wood composite boards with concave, rocker, and fiberglass stringers without a vacuum bag. I used a Form and Screws. Drywall screws work good 3 to 4 inches apart through the plys into the form, when the Epoxy is set remove the screws and fill holes with flour and epoxy. 120g or ml is enough to bond a ply TT, thats like less than 10$ worth, spread thin let sit 30mins SCREW from center out, and you will still have waste. Non porous foam uses even less Epoxy. Epoxy for a clear coat is expensive and adds lots of wt, Poly is best for that.
