No,

Not sanding. Use a fine metal wool.

Simply b/c wool will conform to shape and sand paper will just clog.

Steel wool all the way.

That’s exactly where my early carbon bars failed as I did not clean the inside of the tube. The tube cracked and broke away from the inner “slug”. Zero failures after I started cleaning the tube.
Metal inside? Thermal expansion can induce stresses in that case.
No metal, just epoxy cylinder, nice and smooth. Release agent works, definitely gotta remove it to get a good bond.

Steel wool is coated with oil, I would not use it on a surface I was planning to epoxy.

Use paint prep solvent after.

Infact, paint prep is needed after anything, correct? Even your fingers will leave oils, if we are that much concerned and pedantic.
