It has been around a while and it is not a black art.

All that is needed is an entrepreneur.

I have probably spent $10,000 on my hydrofoil projects. I bought 4 and built 6, some didn't work. I think a low price one for $800 is possible with labor from a third world country. If I have to pay Obamacare, and build it in Hawaii, the price would be about $2000, mostly labor and government tax.
Ha Ha, Hawaiis you hit the nail on the head. Most of the manufactured foils are built in first world countries with labor laws, pensions, paid vacations, unions, and taxes upon taxes. On the other hand I will be opening my foil factory in Bangladesh next month and I will be smuggling my foils into the US and Europe by summer 2014. I'm taking pre-orders now, I have a New Year's Special, 2 complete packages for $300, that way when the first foil breaks in the first hour you have a back-up. Buy it cheap, break it, throw it away, that's the American way. That way everyone who wants to foil can be out there trying it out at your favorite spot, getting carted to the hospital with foil wings embedded in their chests. And at the same time they've figured out that foiling is next to impossible for them and they have given up and they are out $300.

But really, don't we all feel a little bit elite right now being a relatively small community of sorcerers out on the water defying gravity on our cutting-edge carbon-fiber equipment while the public watches, mouths agape, wondering what the hell is that? Don't we feel like mini Larry Ellison's and Jimmy Spithill's on our ultra expensive toys? Hey Larry, Hey Jimmy, I can foil too.

So go out and order the most expensive foil you can and just cut back and forth in front of the yacht club all afternoon. Or, make your own, and if it works, it's underwater, no one can see it anyway.
