I have velocity 11, it does well at 10 maybe 9 knots. I prefer it over my 14.5 flite unless its below 10 knots. Maybe 13 well beat out my flite at lightwind.

Dude, There is a massive difference between 7 and 10 knots.

Almost all kites can be kept in the air reliably in 10 knots. The same cannot be said for 7 assuming your going to be falling all over the place for a little while. The difference in power production for waterstarting between 7 and 10 is also massive.

Granted I'm pretty green, but I can up and foil in probably 11 knots with pretty much the lightest 12m lei on the market. Cant even come close in 7. I expect I'll get down to being able to start around 9 knots and maybe ride through 8 knot lulls one day, but if I bail, I'm anticipating I will always need a puff up close to 10 to get back up and going.

If you want to ride a 13m in 7 knots... I think you need a high end foil kite.

One of our customers uses the Velocity 13m with extensions in that kind of wind using an MHL Foil. In our area when the wind is that light its not steady so having a kite stay in the air is obviously important.
I've learned to foil this summer and I've used an 11m -9m Cabrinha Drifters. I have a Contra 13m but I have yet to use it. I've been on the under powered program and its been great. As i'm improving I will use a bigger kite.
I have flown both and with out a doubt the Contra launches off the water better with much more grunt due to its position, more back in the wind window. The Velocity really accelerates and flies forward in the window. The Velocity is very light which is a good thing in LW. For speed, I would think the Velocity would be better. In the Contra Designer Notes, Pat Goodman does say the Contra is a good kite for foil.
I chose the Contra 13m because I like to use it with my Shinnster or SB. It turns pretty quick and is very nice in our mushy wave conditions on the light to med wind days. I think it will be good with the foil.

I would disagree.
Above sentence sounds like a foil kite propaganda or no too much experience with Velocity.
In hands of a rider who knows how to control it might works in the same light winds as foil kite.
If you rides alone - Velocity is definitely much safer choice than any existing foil kite so far.

Foil kites are the must for the racers and only one of the options for the rest.
Do not understand what is a need for a rider reading this forum to use foil kites with a foilboard.

Back to the topic.

Velocity goes higher upwind (higher AR) - important in light winds.
This is the jumping killer. Not sure about Contra doing so well in jumps.
Contra is 3 strut kite. Velocity got 5. However their weights are probably the same.
Contra is less stable in overpowered conditions but is a bit faster than V.
I guess that V got 3-5 knots better top range. V13 might be used easily in 20kts winds. Not sure about C13 can manage 20kts.

What is your foiling level? How many hours do you spend foiling a year?
What board do you use?
All this factor might help to help you.

Foiling level: Preliminary RPT stage (Roly Poly Toy) , but Committed to HF :)

How many hours: Intention >6 hs/week (currently I lose tens of weeks because the lousy 7-10 knots conditions)

What board: Still on a large TT, have to decide which HF and kite quiver to buy

Style of foiling is one of the best ways to decide on your quiver. If you don't know what style of foil yet, get a simple puller cruisers for example flilte, contra, wave kite as a beginner kite. These kites help on down wind balance as well when learning. When you get some experience then decide on a race kite like velocity, or foil type kite if you like speed. Thriving speed, which a race kite deliver can be scary when learning.
Velocitys do well here in Kailua, many of us use them in light wind. Also a fatter kite like the flite contra do well here for light wind and styling but at a slower rate of speed. I have tried v 18s to foil to flite, which one will relaunch I will give flite first velocity second and foil type third.

Abel - first of all I would recommend:
- changing the board for a more fat one if you wish to ride in light winds.
- forgetting about the foil kites.
- choosing Contra 15m or Velocity 14m.
- adding 7-8m extension lines in winds below 8kts.

Then another kites could be:
- Velocity 10m,
- Velocity 7m.

My quiver is: Velocity 18,14,10 and 7m.
18m is used only in the competition.
The rest every happy day.
