I have an IC6 foil and most riders on my spot use them. Very few Moses here maybe 3 or 4.
F-One IC6 is a very easy and versatile foil and can easily be upgraded (carbon wings) or re-fitted as a surf foil, wind foil or surf foil

My take after 6 months riding it is that IC6 is a great foil in light and medium winds, stable, good lift, decent top speed and so far, durable. I think the issue is that F-one does not really do much marketing on their foil line, otherwise more would be using the IC6.

Moses is a great product and now with cheaper aluminum masts also a better value than before.

I would say yes. I did not learn on either one so I can only speculate but have seen several beginners struggle with the 633. While it is for sure a great wing, there is a lot of lift and not much yaw stability which is great for more advanced riders for carving etc. but less so for beginners. The ic6 is very easy to ride and unless you are 100kg+ I would think a better choice.

Quality of Moses is way better!

I would rather say F-One carbon quality is better. IC6 uses injected carbon (plastic) wings so no comparison there with the Moses which I believe only make carbon wings but there is a big difference in price.

Now compare the Moses with the equivalent F-One with carbon wings (Mirage 600 or 800) and now for a similar price you get super solid pre preg factory sanded carbon wings . Moses wings are way more fragile as they use few layers of carbon wrapped on a foam /glass core (I have repaired a few...) and need sanding as they are sold with a super high gloss which is a no no for performance foiling (imagine a ML or Chubanga delivered in high gloss) but looks expensive.

So often quality is confused with looks.

A lot of Fone foils are sold here in Holland. Fone have here a very good marketing. I have seen so many broken ( also boards) or with construction defects from the factory. Lot of people struggle at the end of the day with dismantling.
It is also a very heavy foil comparing with Moses. Moses is more expensive but you get what you pay for. And there are more good cheap foils. NP Glide is a nice one.

The mechanical design of the F-one is unnecessarily complicated and prone to failure.
