What is the measurement for tuttle placement?

Same as the V1. I have mine at 17cm from the tail.

So how do you buy a Chubanga foil? Do they have a web site? Google shows nothing useful.

I use mine with a BU board originally made for Mike's Lab with the Tuttle at 14,5cm from the tail and I find it perfectly balanced

It is very alive.
Luca now have 2 moulds and production is doubled.
You have to wait little bit less now I think.
Quality is top, you need board with right deep-tuttle and straps position.
It is fast , user friendly, strong and not heavy.
So far my pesonal max speed is 56 kmh, reaching 30 knots
Higly recomended!

My current board has the tuttle 23cm from the tail. Would that really make much of a difference once foiling as long as the footstraps are in the right spot?

It might. You need a minimum distance of 55cm from the Front Tuttle Screw to the back screw of you front footstaps. Otherwise you will have too much front foot pressure.
