Ralf Groesel Design? This can be the future of wave foiling, at least if a bit bigger sizes could be available. I recommend 2.69m2 size - with a big surf wing of course. When you pump it hard I'm sure it is plenty enough, possibly in under 6 knots. If ultra light wind is preferred light weight materials should be used, and certainly black color to maximize "hot balloon" effect.

Maybe Pansh could offer a cheap foil version of this one? If they can offer it for under $20 I'll pull the trigger. Nice plus with this one is it doesn't matter if it rains when you are out there :)
