My 1000 cm2 Gong Mpro definitely feels like it "tops out" at a certain point - I'm guessing around 20 knots. Flatter water definitely helps but I feel that at a certain point the foil won't go any faster regardless of how hard you push it.
My own foil, 550cm² wing similar in shape to a Moses Fluente 550. Med aspect wing.

Have you tried shimming for less stab aoa? I have and it makes a difference at high speed. Give it a go. What do you have to loose?
Simply slap a few slithers of duct tape between stim and fuse to shim the stab flatter. Though I do agree that 1000cm² is going to top out early.
