it only works because it's an Eulerian approach (fixed referencial). The lift is produced by the river current. Without the current you would have no lift being produced, thus, I think it would not work properly on a lake. The bungee or rope is there only to keep you in the same place.

Horue used to sell bungee ropes, maybe does still.
They have videos showing caneri using the bungee to start along a quay and then pump around for a while.

Betting dock start? Maybe you could push the board against the current to load up the bungee to then release the board and pop up?
