Had to stop foiling because no more time to do so with new baby but even with a rather small foil (zeeko alloy blaster) and heavy shinn Jackson 120 I can easily say that my favourite low wind kite was the 6m Peak5 from flysurfer.
At 95kg, I found that without trying too hard and with a bit of practice the peak was quite incredible, flys from 6 knots onwards, never giving you any second guesses, let go of the bar and it just stayed there, from 10 knots was a breeze to cruise with.
So much so that if/when I go back into foiling with a better setup (wave carbon foil) I'd probably get another Peak, a 4m maybe, that thing is so light/compact/easy/cheap it's just ideal. No inflatable gives you that, it will just fly.
Sure water relaunch, not being a kite for anything else but foiling and lack of lift making jibes harder is a downside but it's a happy trade off for that incredible low end usability.

78 kg, 1100 cm2 wing (Lift 170 classic), 6m Peak4
I don't really bother below 10 knots, and really it has to be gusting 12 for me to bother, but a 6m Peak on a small pocket board is easy enough to get up and going in 10 knots. The kite can go lower, but it takes skill and I prefer to have decent power, especially if its flat like it is in 10 knots.

If we don't have waves, I ride a 10m Boxer in 8-11kn and 7m Boxer in >11kn. I typically don't bother going out in below 9kn unless I've been out of the water for while. I'm just a strapless cruiser and I like working on perfecting transitions and footwork.
If we have waves, I ride a 6m Peak 4 in 10-12kn. 10kn is my wave threshold.
I switch off between a Lift 150 v1 surf in flatwater and a Lift 170 v1 surf in waves.
