Agree, after you have learned foiling, "stability" can be the worst for many.
Thus you go to smaller boards and smaller stabs to obtain a much more fun and maneuverable foil
So the question should maybe sound something like "What is the easiest beginner foil setup", as you don't want a dull boring setup later, but you will seek an overall setup which fits your very liking, whether this is extremely lively (stabless and normal front wing) or a reasonably but not overly stable foil which suits you.
All levels of "stability" will be present/liked from different riders.

I hear you and you are probably more right than wrong...
Stability to me is easy to learn and also it is a foil that you could ride with no learning curve - you are up and riding from the get go...

The easiest one to learn on is the one I learnt on, in the learning phase I guess you take your choice and stick with it
Learnt on a Shinn P > then swapped the front wing to a Shinn K2, now I am on Armstrong, but totally different setup.

Gong X-over with the first sessions on the 65cm mast. Now upgraded the front wing and stab to the Curve. First I changed the stab so it is easier to ride a wave.
In case of Gong, the Rise should be even more stable, but I chose the x-over not to outgrow it too fast.

Hands down the most stable foil I have tried. Would only go straight and very slow while needed a ton of power to keep going. Genuinely felt like something on tracks, very hard to make it do anything.
Bonus that you couldn't cut yourself when hitting the wingtips, but could break your leg when it got stuck between the sidebars.

This post sound funny ... stability must be according to speed ..
There lot of stable foil at low speed.. but few at very high speed... + 40 knots
For me only 3
