For wave kiting LEI is better, For surf kiting Foil is better. Think on that one lol.
Personally I prefer to surf so easy to choose foil among other things like if I had to pump I would probably not kite. I really find pumping that shit.
The advantage Foils have over LEI are durability, setup, pack size, weight, no bladder, longevity,adjustability, light wind, L/D, slack line, price on 2 metrics cheapest outright (Pansh) and cheapest by use because they last so fucking long.
Relaunch is debatable but you can definitely relaunch a foil quicker.
The disadvantages of a foil kite over LEI are tangles, twists, kite bridles needing adjustment, complexity, less stable, harder to fly, slower to turn, less responsive, small sizes get damaged easy crashing in high wind (though there are possible solutions around for that)
I have surely missed somethings but that's enough.
I recommend trying a Pansh kite, like A15 or Aurora 2 or Genesis 2019

Maybe if you are new, but otherwise no. I have released kites, recovered them on water and relaunched them. But it is possible for things to go very tangled with foils it is also possible to shred an LEI into 50+ pieces.

No and 3m is small. Yes you said up but I have relaunched after the kite was hit by 5-8 meter many times, yes it gets water in it. I usually release the whole kite now with such waves so not going to be expanding my relaunch experience there.
