What's the best way to fix a tear like this? Sail tape on the inside and/or outside surface, then some stitching? Kite is a 9m Flysurfer Speed 5.

Tear-aid Type A is perfect for such a tear. A little on each surface, no stitches.

Good temp fix to stay out on the water is duct tape in and out. Permanent solution is pretty much what you said. Also Flysurfer includes some sticky fabric repair tape stuff in their repair bag that came with the kite. Also has spare fabric for the permanent fix.

I tend to use tear aid patches for pinholes and spinnaker tape for tears such as yours. Clean with alcohol, gentle wipe, before taping. Cut tape with rounded corners. Normally I wouldn't bother to stitch. I am only saying what I would do, not claiming it to be the best solution, but I have taped up lots of kites and sails without many problems.
