Then as you say, it will not flap on the downwind track either.

Peaks flap mostly when you are just foiling around 90 degrees of the wind, "travers" for French or "beam reaching" for others.
Yes, it's true you can minimize flapping by picking your angles ... but it's not really satisfactory to stay overpowered in that way - better to rig down.
