It's a cgi render of a custom foiling race boat propelled by a kite that is currently in the design process. Maybe some kite or paraglider designer is involved but it could also be a fun project for some students or space/aero engineers.
At least everything is purpose built in rigs like this that costs millions and push the limits of what is possible. Not something you can buy from a brand.
