The fact that they are wearing full wetsuit indicates that the water is cold
Some types of light winds also hover over the water leaving it glassy in some area but you can sometimes see the wind capillaries on the water upwind
Air temperature being warmer than the water makes the wind denser and that the key right there for power once you get going
Can't measure with machines those winds and get a number
That same type looking wind in the dead of summer where they would be wearing boardshorts would be gutless and nobody could ride at all
I have been in those type sessions about twice a year since kiting using big kites
It happens in the springtime when water is still cold and very light wind is much warmer in comparison
It happens in the summer also if we experience an upwelling making the top surface of the ocean very cold compared to the hot wind
It is fun and you don't even need an foilboard to experience it
