You are looking kiters relative motion to camera. If wind is 45 degrees from camera from from right side, rider moves left looks like going downwind and right upwind.

If wind does not have vertical component you always come down no matter horizontal wind speed. That is glide ratio and basic physics. Airfoil to product lift must have air speed described by speed polars, and sink rate is always included. With engine or vertizal wind component you can counter the sink rate, or have negative sink rate to go up.
There is some pendulum based possibility to go up a bit in a gust but in the end you always come down.
What true wind changes is your ground speed when you are not anchored to ground. I've landed a couple of times with hang glider "flying backwards" ie negative ground speed. Air speed still was 30km/h or something fowards and sink rate brought me down.. So if you have 10m/s head wind and your air speed is 9m/s, your ground speed will be -1m/s ie flying backwards.
