Apparently a fake.
Read in the comments on Instagram the creator has CGI explanation of how he did it. View again in insta and tap on the account after “video edit by” in the description (Orphicframer) then tap on “breakdowns” to see the process.
Still cool, just not real

Kind of thought that was CGI myself. I've seen a few dozen tornadoes living in the midwest US. This video is like a "diarrhea drop", and that's never going to happen in real life. From the tornadoes I've watched, the vortices is there but invisible, then water vapor is seemingly pulled down by it showing where it was all along. Others seem like the water vapor becomes visible as rotational speed is increased.
