Yes, why would you doubt that?
Most tow ups happen in windless periods by bored kiters where the rope is attached to a boat/jetski to provide the apparent wind. Here the offshore wind is strong enough to lift him with the rope attached to a fixed point on land.

I believe he was using a water anchor (something like a bag or something). I'm pretty sure I've seen that one before and the video quality was better and you could see the line cutting through the water in some frames
