I find KiteSkiing is the best way to teach kids if it's available in your area.

After Dryland training in the Park my 2 year old Grand Daughter did her first Downwinder.

I like the single skin option myself. They fly well in super light winds and with kids light weights you can have them out in 8 knots on a warm summer day in shallow water.

Agree Slappysan it’s just when they touch the water everyone is hosed. Great option though.

So obviously this is only a waist deep water option, but learning to kite in waist deep water is 100x more enjoyable anyway.
It also provides another level of safety as once that kite hits the water, it's done. No worries about out of control looping kites that can't be stopped.

Water relaunch isn't that bad as you can see at 1:48, weeds can be annoying though.
