It's snowing and blowing here in Idaho right now, and I could use a few days escape to somewhere fairly close (so, not the Caribbean or Hawaii) near a major airport to take a few beginner wing lessons to get me on my way (former windsurfer long ago, sailed dinghys a fair amount). I'd fly out of Salt Lake.
Looking at Baja, it seems as if the windy season is coming to an end, but perhaps that is OK as the winter Del Norte can be pretty intimidating in Los Barilles...
SoCal...contacted a place in San Diego and the instructor there said not to come just to wing, as the winds are too inconsistent...
Perhaps the cheapest nearish place might be the Texas coast near Houston, but I see lots of warnings about water quality in Galveston Bay / Texas City...perhaps make the trek to Corpus Christi ?
Other options?
I don't need anything too fancy, just reasonably warm and decent conditions, with access to good equipment and instruction.

South Padre island, Florida panhandle and NC outer banks (will need a spring suit) are all good spots where you will have reasonable chance of good winds and can find lessons.
Nothing wrong with Houston/Texas City area either. Its a nice spot to ride with friendly locals (been a few years since I've been there). Don't know whether lessons are readily available in Tampa/Clearwater area still, but that is another spot that should have good spring thermal winds & good connections flying out of SLC.

SF bay ! Is it too cold for you?
3/2 mm wetsuit works great. Conditions for winging are epic. Wind every day. If a storm rolls through you may have to drive ~30 min

Seems to me like you should just bite the bullet and do Maui / DR / Bonaire if you want somewhere warm with good rental equipment options this time of year.
