Winging at Cabrillo in SoCal?

I moved to SoCal a few years ago from Northern CA and have primarily kited at Belmont just because it's so user friendly. I've wanted to get into winging, but the wind here is...well it's not Sherman. Cabrillo seems windier than Belmont and I hear there's a flat water area, but I haven't been. Has anyone ridden there? What's it like? Are they allowing winging on the weekends? Thanks!

Very windy. Usually surf is manageable and you can go in harbor as well. No stingrays is a big bonus. Very windy.

Entry into the water (harborside) is best from about the middle of the parking lot that goes towards the pier, via wooden steps. Usually there is someone rigging there around noon or so. $1 per hour parking, $9 max if I remember it correctly. I don't think there are any restrictions, just watch your drift as the wind is mostly offshore.

Winging is the secret to enjoying the wind at Carrillo. Life guards will send you packing if you try to launch a kite there during the summer months.

Cabrillo or Carrillo ? Life guards are strict everywhere in SoCal but wondering if you meant Cabrillo
