Gong is in that price range but it is a common misconception that their competitive pricing is because they have sacrificed quality. Their wings are comparable to all AAA brands, and for 2023 I’d argue are better than most, if not all! So stoked on their gear.

A Gong 2023 V3 Neutra in 4m is 600€.
I have a Gong 5m V2 Neutra and it is ok, but only because i bought it at liquidation prices (350eur i think).Otherwise a Takoon would have been a much better buy.
Gong is heavier,the V2 handles are thin and noodly ,the canopy ripstop has bagged out a more in 5 sessions than a Takoon in 2 years.
The design is very good (really well balanced in low and high end) but the build is cheapo.

That Makani wing with no draft panel and a million handles looks like something straight off Aliexpress, that said there are some terrific wings on this list.

Dont underestimate the v1 Cabrinha Mantis which can be found for $400 in some sizes, its an excellent wing for the price. The Dakine wing is just rebranded and can also be found for similar pricing. I would trust Cabrinha, Naish and North (Naish and North options noted above on kiteboarding.com) much more than I would some of the unknown brands listed here.
There are some great deals on the v2 Mantis as well, but not $400. Takoon v2 wings are also excellent (better than the v1 Mantis), but slightly above this price range.

I rode two of them for over a year (one is still in backup rotation after 2 years). Tumbled them in large waves. Airs. Lots of crashes. I’ve replaced bladders and repaired canopy tears but no QC or design issues for me, nor have I seen any others firsthand (in either 2021 or 2022 models). I was impressed with the quality. 2023 mantis isn’t officially launched yet, but I’ve seen it and it appears very similar to 2022.
