You should also check some of the good retailers, like REAL in Cape Hatteras, for second-hand or last year's kites. I've bought most of my kites second-hand from them over the past decade. No problems.

Just checked REAL for used kites and they have a cheap 2017 14m Naish Pivot and a reasonable 17m Ozone Zephyr, combine with a new 2020 North Navigator bar on sale and you are good for 12-18 knots.
