With my son (6 years/25kg) I started with 4m Peak2 from Flysurfer which flyes in no wind.
I used it by myselfe (80kg) for landboarding in very gusty conditions. Because of its excelent depower its the safest kite I think!
I also have 4m Viron2 but this need much more wind to fly!!!
Regarding Peak4 released few weeks ago, Peak2 and Peak3 should have good prices now!
For your requirements a singleskin would the best chioce!!!

I take my children snowkiting. I did not like the Ozone Access because it does not fly well in really light wind. I have also tried inflatables, my daughter has a quiver of Best Kahoonas, but the inflatable kites also don't do well in really light wind. I had the best luck with the Flysurfer Peak. You should be able to find a used Peak 1, 2 or 3 at a reasonable price. The 1 and 2 flap quite a bit in the wind, but that does not affect the performance. The great thing about the Peak is that it is easy to relaunch and when you release it to the bar, it has no power. Plus, it flies in so little wind that my kids are not faced with the stalled kite, relaunch gig that happens so often in flukey mountain wind.
