I just returned from a trip to Jeri in August and stayed at Mosquito Blue. First, you cannot kite directly in front of the hotel unless you are way outside the no-kite zone. The no-kiting zone extends from the Point (upwind) to the dune (just downwind of town), Mosquito Blue is more or less in the middle of town. The Point is reserved for windsurfers and anyway conditions in town are less than ideal for kiters (i.e. wind shadow caused by the dune, and side-off shore wind).
For kiting in the immediate area around Jeri, there are two options: As mentioned, you can kite just downwind of the dune and you'll see buggies taking kiters to start downwinders in that area. You can also walk to Mahalda beach - on the other side of town, just upwind from the Point. Wind is more side-on, nice wave spot, although beach is a little rocky. You will be more or less on your own in both places, so best if you're with a group.
In my opinion Prea is nicer for kiting - much more of a kiter community/vibe there (Jeri is more windsurfers and non-wind vacationers) - i.e. people around to launch/land, organize downwinders, etc. It is definitely worth checking out - about a 20 minute ride from Jeri. Wind is side-shore to side-on.
