I am from Canada and want to go somewhere different from RD / Turks and all...
Want to go somewhere where there is site visit / wine and all to see as well as good kiting

you mean Torremolinos, Spain ? It's ugly place and no significant kitesurfing, at least none I've heard of. Also, March is the moment when water is probably the coldest [which is still not very cold by Canadian standards probably, but still]
