Never been there, but I heard that’s not windy in that part of year (thermal wind season) because the size of the island is small for thermal to work properly. Hua hin area and Pak nam pran are really good in that part of year. You can stop there for couple of days on your way to Koh phangan.

I was there in March 2014. Not so windy but it's a great place to kite. Huge uncrowded flat playground :)
There are some kite schools on south coast, east from the harbour.
At least take your biggest kites/boards with you

I was there in Sept 2018. Light wind... Was there during the end of the monsoon season...Had a blast...stayed at Lime and Soda near the harbor. The KBA staff was out standing to chill with .They fixed my bladder one day..a great crew.
Take big kites..If you have a foil...thats the best. Rent a motor scooter and tour the island...eat the food...chill...

March is really good for the wind on Ko Phangan, average 15 knots. I would not take 9m with you.
I’m here right now, can advise you.

I tried to get info about kiting in Koh Phangan from some local schools and specifically asked about conditions for foiling. I was told there might not be enough water for foiling during the low tide - there is a reef and I'd need to cross it to get to deeper water. I planned to go there initially, but then decided to go to Hua Hin instead.

I'd still like to go to Koh Phangan if someone can confirm I could foil there.

I wouldn't bother trying to foil on the south shore kite spot, just have a look for your self:

Hi, i spent quite some time on Phangan and learnt to kite there: wind is not very strong but the island is like paradise. You will need a big kite (12 or bigger mostly). Kiteschools are located on the south-west side of the island, between ThongSala and HaadRin. Windy season starts in December until March (south-eastern wind mostly) then turns to North wind in the off-season.
Foil is difficult (maybe impossible?) inside reef because of tide. Only flat water inside reef, some rocks and urchins and seaweed. Might need some shoes (you can buy them locally).
Best spot is IMO where Breeze Kiteboarding is located (check Facebook), ask for Dani V. the owner and operator, really nice guy and very knowledgeable about conditions, he's been operating for years and years, AND speaks perfectly english. They have Ozone gear for lessons and rentals and sales available. Oh and every year before the south-wind season starts (anytime from november-december) there's a short period when all the schools move to the North-side of the island to Malibu beach (village name Chaloklum) for some "storm riding" .
All in all a great destination if you don't mind not-so-strong-winds. Everything else on Phangan is beyond great :-)
