I had my eyes set on Costa Rica, Salinas Bay or Lake Arenal, but can't find any Spanish schools nearby. I thought about Cabarete, Dominican Republic but not sure how good the winds are in April (not really the season from what I read). Was thinking maybe Marianita, Ecuador or Cartagena, Columbia. I surf as well so wouldn't mind surfing if the winds are down.

Any thoughts on those locations or any other recommendations?
