I have plan to go there with RV and I was wondering Cape Hatteras in second week of September. is it good month to catch wind?

Oui, c'est bon. September is one of the nicest months on Hatteras Island. Crowds have decreased, wind is usually good, air temperatures are becoming moderate (less hot), and the businesses on the Island are fully operational. September is a good month.

September-October is good, warm time in OBX but it's also a hurricane season so there's a chance you will be forced to evacuate or won't be allowed onto the island. First option is your bad luck, second is partially and possibly recoverable if your travel insurance would pay you back the price of rental.
