Depends on the season.
In the strongest time (Sep/Oct) Jeri has about 10-15 knots more.
In the other time 5-10.
Off season with rain about the same light wind, medium days about 5.
Eg: September Jeri 30-40, Cumbuco 20-30
November: Jeri 25-35, Cumbuco 15-25
January: Jeri 18-22, Cumbuco 15-18
March: Jeri 10, Cumbuco 10
May: Jeri 12-18, Cumbuco 10-15
Please note, you won’t have the same Wind Speed daily in mentioned months, it can vary. Depends a lot on rain too.

Jeri is definitely very cool and relaxing.
Different world.
But not everyone likes strong wind or can afford it.
Plus Cumbuco is 30 min from a 3 mio city.
Think nightlife and hospitals. Some want/need this for more fun or being careful (e.g. older people or with kids prefer a place closer to a good hospital in case of emergency)

The atmosphere along the beach in Cumbuco is nice. In Jeri there is no place where you can relax with a beer watching other people kite (unless you go to Prea). You got some cool restaurants in the village, but it is nothing like Jeri. And even if I never felt unsafe in Cumbuco walking along some of the streets outside of the small center at night is rather different than in Jeri. If there is any real difference in danger I don't know.
Maybe I was unlucky with the wind. I guess it was late September early October. In Jeri it was perfect. Used my 12 or 9 every day in Jeri (I'm somewhere around 100kg). In Cumbuco I had my 12 fully powered and most days you only had like one peak hour with decent conditions to have any fun. A couple of days no kiting. Cumbuco at 25 knots would be pretty great though. As you can just walk down to the beach and kite. Have lunch and kite some more. In Jeri it is always a bit more of a "hassle" as you need to travel out of the village etc. In Jeri I only had one long session every day.

best is to check out both places yourself and see what you prefer.
Start in Cumbuco, as it is only 45 min from the airport. Stay some days, then head up to Jeri for some days and back to Cumbuco.
Pretty sure you will come back and decide your favorite place. Or keep combining it, also check other spots along the beautiful coast.
But Cumbuco is always a good starting point. Since driving up to Jeri after a long flight? No fun.
