Boa Vista in November - Or Suggested Alternative

Hi All

A friend and I have sometime at the end of November. We're looking for somewhere with good wind and flattish water (friend is still mastering water starts).

We're not loaded so shortish flight from London. We're thinking Boa Vista but heard conflicting view about it being very wavey in November.

Has anybody kitesurfed in Boa Vista in November? Is it suitable for a beginner? Can anybody suggest an alternative?
