I was there in Feb/Mar for some weeks.
Wind can get pretty strong with 30+ knots.
During windy season in Jan/Feb you should have many days with 20-30 knots.
If you want every day strong wind, got to Cabo de la Vela.
Wind should be everyday.

Sounds promising.

It's the combination of Cartagena and kiting that is appealing to me. I don't mind remote places, but so many good kite spots are fairly remote and very few close to a city as nice as Cartagena (Cape Town is one of course).

Thanks! Guessing more often 15 rather than 28?
Actually, it started out about 15 around 11:00 or 12:00, then most days by sunset it was ripping at over 28. Some days were over 30 for sure.

This is exactly what I found too. :) Cabo de la Vela was strong every day, and wind every day. I only brought my 8M up there, and that's all I needed.

This is a great point, and I should have included it. Thanks for catching my omission.
La Boquilla really is a great place to kite. And as you say, it's nice to have a "real" city close by. It's nice to be able to go shopping, sightseeing, hit an ATM, go to a nice restaurant, and hang with friends you've met along the way.
The trip to Cartagena takes about 8 minutes and only costs about $0.80 cents US by city bus, $1.00US if you go in a colectivo, , or $1.40US on the back of a motorcycle.

Wind was between 15 and 28 knots every day. I weigh 173 pounds/78.5kg and was on a 10M North Evo for the early session, and sometimes switched to an 8M Duotone Evo for the sunset session.

Mornings started out around 15 and it was easily 25+ for the afternoon and sunset sessions just about every day. Some days 30.

Most days the wind started out at around 15 knots from 11am to 1pm. By sunset most days it was 25+. I'm sure it was over 30 a few days.
This was pretty consistent over the 2 1/2 months I was there.

A buddy of mine had noticed this wind nugget over the area earlier this winter and kept an eye on it all winter. He said that its there most days even on extended forecasts and still there when that day arrives. He wondered why Columbia was not on his radar earlier.

:-) You can let him know that he was perfectly correct about La Boquilla being a great spot!
Did he find any other places that looked good?

I just talked to Dan in Riohacha and he said it was fine if folks want to contact him about staying at his AirBnB in Riohacha.

Also, I forgot to add in my original post, and I don't know how to edit it, that I use the Windy app, iKitesurf, and Ventusky for predicting wind. They all show that Riohacha has less wind than it actually does, so you can't go by the apps.
