Boston area kite and stay (from Toronto) need advise

Hi,
I will need to travel (from Canada, Toronto) to Boston area in the 2nd half of Oct beginning of Nov on business.
Thinking of staying for few days to explore local spots, flat water preferred.
How are the conditions this time of the year? Also looking for advice on the location or few locations to go around to check, wind permitting.

Lots of great places to kite in Mass/RI. from the weird Pleasure Bay (flattest water anywhere), right in Boston, to spots on the Cape & Rhode Island.

October probably best time of the year to kite. Windy, still reasonably warm & all beaches (as far as I'm aware) open for kitesurfing, unlike in the summer months.

Stayed at Cape Cod, it was great, bit cold but still. Been doing some research of access etc. surprisingly very little info, some issues between 2014-2017 and then quiet... can any one tell if these rules are enforced https://www.nps.gov/caco/learn/news/par ... urfing.htm that really no kiting between Mar 15 - Oct 15 ? Adding map for reference...
If so then what about other localities, there is a well NWR (another attachment) and I assume other localities have their own rules/regulations, it's all really confusing is there common knowledge where kiting is allowed and when? masskiting forum is dead, not much info there, yes there is map there and it does seem to take into account restrictions for "National Seashore" link above but again no mention that it does in fact. Also, after Oct 15, I assume no restrictions?

Masskiting has not been used in years. We now use a Groupe Me app that has hundreds of active users with several threads from General Conversation, Wave Riding, Off Shore, For Sale , Snow kiting and more. The old site has been left active because it does have some good beach info..
The Cape is wide open all year with some restriction in the summer at beaches with heavy beach goers. The spots on your map highlighted in green are under the control of the Feds and there is not much kiting in those spots on nice days in the summer. Those areas are also very heavy populated with Great White Sharks...
