TomW,
I'd say the 4.5m is what you're looking for. I've only flown the 4.5 once and the 8.5 a handful of times but I expect you'll get more feedback here.

I have both the 3 and 4.5 and for me on the surf foil the 4.5 covers the range you are wanting. I do not enjoy the 3 until close to 25 knots. I can use it lower but it is more work and less fun to generate the power I like.

Thanks.
Benoit wrote to me and said 3m is Good 20-35. But I'm sceptical about having overlapping to the 7 HL. I like to have some power and not working the kite all the time.
Have to consider the 4,5m . .

I would agree with what Ben said about the 3 meter except that I have to work the kite a lot below about 23 or 24 knots. Whereas the 4.5 is parked and easy to use in those winds. The 4.5 Wave and the 9 Pulsion are by far my favourite kites.

Thanks guys. I just ordered a 4,5 wave.
What line length are you using? What bar size and leash system?
Ben said to attach a leash to the transverse brake line. Which I did easy on one of my bars already. What are you doing?
Now my quiver is:
Hyperlink V2 13m 6-12knots( don't have it yet)
Hyperlink UL V1 9m 10-18knots
Hyperlink v1 7m 15-20 knots
CA wave 4,5m 18-25 knots.

I saw video of Regis (?) on 4,5 in light winds. Seems to fly in nothing. Good to get back if indeed when wind backs off.

Great choice!
I think you mean my video of a Pulsion 3.69 m2 , right ? here about 8 knot or less, at 8:40 on this detailed film (and after 46 knot gust !....)

not 4.5 Wave which I unfortunatelly do not have (... yet ? because thinking a bout it in 4.5m and/or 3m , I just want to test the Viron 2.5m in my quiver before spending the money, cheaper ...).

These little kite fly in less winds than equivalent LEI, but need more winds than a big foilkite like Soul, Pulsion , FRS, ect ... (Benoit re-inforces the small sizes a lot to withstand potential crash with a lot higher speed)

I use 24 meter lines and a 48 cm. bar with the 4.5. The leash flags out one front line. I find the Wave kites do not like to stay on the water so once I drop the kite at the side of the wind window using both back lines, if it's very windy that's when I release it to the single frontline. If I have no trouble keeping it down stalling it on the back lines then I wind them on the bar a couple of times and then wind the lines up to the kite. I find that hard to do if it's really windy that's why I take a couple of winds of the front line on the bar and then wind up to the kite. I almost always land the kite on the water.

barely used as in it has never been used on the water much less been in the water.
it was rigged/flown on the beach a few times.

so...more or less "new".
