I dont want to hijack the thread. Just saying what it sounds like. Refugees are people who are fleeing their home country because of persecution. OP is casualty belittling the term (it could very well be accidental or just poor word choice).
Put your self in the shoes of a refugee, or try too. Fleeing for fear or inprisonment or death, and now someone wants to use that avenue of entrance to a country to bum around on a beach.
I think I understand the intent of the post. He/she want a cheap place to live and kite. “Refugee” is just a very insensitive word in this case.

Closest thing I've found is to just tavel and teach kiting, been doing it all over and it works great especially if your good with money you can just teach a few hours a week and spend the other time kiting. If the school your in contact with is chilled they even let you use the gear.
If you need more money just teach more and if you wanna go kite all month just lay off the lessons.
Been doing this for the past few years and it's awesome the freedom I have and the people I meet. Oh and the occasional work is enjoyable too.
The pay is more than enough as I don't have a mortgage, two cars and an expensive wife to pay for so have think about it.

I don't know who's deserving, but I am pretty sure a person who is not forced to leave their country or cannot return home safely for whatever reason but just wants to "sleep eat kite repeat" is very likely not. Probably it's not even what OP is actually looking for, but it's for sure a very misplaced use of the term "Refugee".

Not a guy who wants to buck the system at the expense of legitimate people trying to seek asylum or collect welfare for that matter.

you don't even need to teach...
many of us have been doing the (kitesurf) nomad thing for 10+ years..with a computer you can do many (productive) things from practically anywhere.

I've always wondered about these kitesurfing laptop workers - what is it exactly what they do, and what companies do they work for to just let them be away all the time? I presume most of them are independent?

My spouse works in the immigration business to be a refugee you need to prove beyond any doubt that that your life is in danger in your home country and that you sought assistance from the local authorities. You need to apply for refugee status in the first safe country that you visit outside of yours. It's not as easy as saying I want to live there because they have nice beaches..
