I will be on the spot for a few days, I can only bring one board.
Should it be a TT or surf.

It looks pretty shallow

Definatley tt, I would be checking the forecast as it's not the windiest spot to be honest

The lagoon is fun but has many very shallow spots at low tide. The area near the beach can get crowded.
If you bring gear that goes upwind well it is fun to sail farther up the river though, probably better with surfboard.
So bring both!
Nearby is peniche/baleal, the southern side of baleal can be nice with a side-off SE to S wind.
Plus if you surf at all, there are lots of opportunities.

I finally brought the TT.
Fantastic spot on flat. TT is still alive.
Wind and watercondition were just spectacular, if you travel to Portugal, this place us a "need to be" spot.

I also kited the Laguna were a surf would have been acceptable as well.
