Let's add one more detail, I was watching some YT and FB videos and noticed that Flysurfer affiliated (Armin and Benni) used Soul 15m2 to do their low wind tests/records on hydrofoil. I'd expected them to have whole factory lineup for usage. Those guys are not our weight, but in my limited mind supports my view that 15m foil kite is quite optimal for low wind non-racing kiting.

So for your decision if between 18 or 21, go for 18 if available as second hand. But if 15 is an option, go for it instead. But this is just my opinion. I guarantee which ever kite you get it will beat Ultra 17 for low end. There is 19m Airrush Zero on local waters, that's why I "guess" that.
