I'm Brazilian and live in northeast 800 km south of Cumbuco.
City: Recife . State: Pernambuco.

I have never been in Cumbuco but I have a ideia about cost of live.

I'm far away from retirement as Im 35. But if I have to choose today a spot to live as a retired, Cabedelo -Paraiba will be in my number 1 of my list.

Cabedelo is 15 min from Joao Pessoa, one of the smallest capital state in Brazil. Life over there are calm , people are polite , you have a infrastructure for you wife go to a Mall, lots of restaurants, gym.

The wind range is 9 to 13 knots most of the time off season. And on season 11 a 15 knots. If you have a foil board and a light wind kite I can assure you at least 1 or 2 times per week you will be on water.

If you have interest i can film the beach and show how the spot is.

How about cost of living here

healthcare insurance: 1500 reais per person até 65 years old. Here it's necessary have this , public hospital are suck.

Food : 1000 reais for months per person .

House or apartment , ocean view : 700k - 1000k reais
House or apartment : 100 m² , 400 m away from the ocean 300-500k. If you rent 3k to 5k with taxs.

Resume: To live a great life here it's necessary 25.000 reais per month. 5k USD per mouth you will be rich here .

Thx, that would be up to 300 USD for health insurance.

25.000 sounds a lot...even with 15.000 life will be good with daily dining at restaurants.

That’s some weak wind down there...I have been near Pipa (Natal) and locals told me they good good winds too (more like Cumbuco).

But, best winds are North of Fortaleza.
That’s why it is kiting Hotspot #1 in Brazil.

Puerto Rico should be a good alternative too.
It is USA.
Gets good winds, has flat water and good wave spots.
Two city spots in San Juan. Beautiful old town.

Real estate I Heard is pretty cheap currently...

R$15.000 you can live a normal life here. Nothing fancy.

Pipa is a famous beach in Rio Grande do Norte, it's 60 km from Natal (Rio Grande do Norte Capital). Lots of foreign are living there. I personally don't like kiting in Pipa because it's a wavespot and I don't think it's safe but there are kitesurfer over there.
12 km south there is a another beach called Barra do Cunhau this beach has two kind of spot some parts are protected by reef so flat water at low tide and the parts you don't have a reef there is waves. 12- 18 knots

Cumbuco, Jericoacoara , Canoa Quebrada, Preá all this beach are in Ceará, and Fortaleza are the capital.
Neither of this city have a good hospital near. If you have some health problem it's necessary to go to Fortaleza. Cumbuco, as you said it's 60km North from Fortaleza . The others that I mentioned are more than 100km.
It's undoubted that in Ceara has the strongest wind in Brazil. But this beach are not so develop as the one I mentioned.

Cumbuco is not 60 km from Fortaleza.
It’s 45 min drive to airport or to better private hospital.

Nearest point of Fortaleza is 20 min away, farest 60 min.

Barra do Cunhau is a very nice spot indeed, with flat water and waves.

You can rent an apartment in Cumbuco long term for 1500 R. Newly build. 1 bedroom. Maybe 2000 for 2 bedroom.

Energy quiet expensive with about 150-300 R per month.

Dining 100 R per person in a top restaurant in Cumbuco.

Can go as low as 10 Reais for lunch.

Car I rent for 1500 R long term.

So 15.000 R gives you a lot of room for drinking, gas, fun, clothes etc.

All of Europe is prone to frost in winter and if you're used to $100 utility bills a month, you won't notice much change here either. Energy is generally speaking expensive in Europe (also petrol/diesel/etc).
If you have a non-kiting wife who wants to be happy too and you don't want too much trouble with visa/residency/language etc, just go to Hawaii.

The real issue here is California state taxes/government. Specifically income tax. Florida or Texas is much more reasonable. It's not only yourself who are fleeing communist California.
The cost of living could be half or better in TX or FL.. I would leave asap. Declare permanent residency somewhere else in the meantime. Look at the streets of LA SF... third world country with the highest cost of living, what are you paying for exactly? tent cities? Own nice apartment in FL, live there in winter, then spend the summer in your Brazillian villa?

My advice for you would be to stay where your roots, your Family and your Friends are and try to travel as much as possible.
Even if you would find a new perfect place, it would never be the same Feeling as home with all your People. You will Always be the foreigner to the locals.
And beside this, even the best Surfing or kiting conditions get boring after a certain while and Things like Family and friends move in the foreground.
