I choose to live in a very high wind area.
Love my Airush DNA 4 and 3 m2, the latter flown on 20 m lines with steering very thin for less drag
offering more depower.
Used to use 50 knots as limit, getting older and wiser, 45 better now.

I’m having the opportunity to get Neo 5 for the good price. Is it going to be good strong wind kite for foiling? What can I expect in the terms of range? 75 kg rider with 1100 cm2 surf foil.

My guess would be 15 to 25 knots. I got that range at 80kg on a 5m Cabrinha Radar.

With the Moses 633 (1250cm2) and 75KG I would say my 5m Airrush Ultra sweet spot is about 20-25 knots.
Note that the ride-able wind range is obviously wider then that 5 knot window.
But depends on skill level and how much you prefer low or high powered kite but this should give you an indication where in the wind range you should place a 5M kite.

I haven't really pushed it with my 5m since I also have a 4M kite which I take out on 25+ kn days.
I would say the upper limit is very much skill related. e.g. on my "good side" I can easily handle lots of power by edging the board hard and keeping the kite low.
I still am not able to do that as good riding on my goofy side or riding toe-side.
Would call myself an intermediate rider (can do jibes and tacks and ok ish at footswitches) and I guess I would probably start to feel out of control with the 5m at +- 30kn in flat water.
Also don't forget about location: unless you have a flat water managing waves + powered kite is going to be a handful quite a bit sooner.

For me, (like Plummet says) my limiting factor has been waves; Where I kite, the sea is not very deep (just sand, no reefs) and so, the waves start to brake further and furder away the harder the wind, also, high winds are most of the time straight onshore. So I have to kite further and furder away from shore because the whitewash seems too much of a chalenge so far. On the other hand, my Nomad wave tt and a 7m lei or a peak4 (4m?) are too much fun jaja. I will have to try a 3m Peak 4?, w790, short fuselage? and a 90cm mast (dont have larger) next time... I weigh 82kg

I constantly go out in contitions between 20 to 30 knots (Averaging 25). I ride an 11mt foil kite and a race hydrofoil. My limiting factor is mostly really gusty conditions, where it becomes night impossible to get set on the foil and keeping the kite steady becomes a struggle.

Race foil makes very strong gusts and wind much more manageable because instead of getting yanked off the board you just accelerate and since the foil is designed/tuned for high speed, it’s stable and easy to ride.

Thats’s +/- me.
I weight 75 kgs, ride a 1100 cm2 Liquid Force Impulse, and I have 9, 7 and 5 Neos.
I use the 9 from 10 to 14/15 knots, the 7 from 14/15 to 18/20 and the 5 from 18/20 up to 30+
